Drains, Sewers and Basement Flood Protection in Ontario (2026): Sump Pumps, Backwater Valves and City Subsidies, Sewer Line Replacement and Old Pipe
Drains, Sewers and Flood Protection: Water Runs Downhill, Including Into Your Basement
Sump pumps, backwater valves, subsidies, sewer laterals and old pipe. Ontario, October 2026.
A basement floods one of two ways. Groundwater comes up through the weeping tile and the sump pump has to win the race, or the city sewer backs up through the floor drain because a storm filled it faster than it could empty. Two different floods, two different fixes: the sump for the first, a backwater valve for the second.
The numbers
A one-way door and a pump that has to win
A backwater valve is a one-way door for your sewer: water leaves, and when the street backs up the flap closes. Under Article 7.4.6.4 of the code, a fixture below the adjoining street needs one, a house on a public sewer has to protect fixtures below the upstream sanitary manhole cover, and a backwater valve in the building drain must be a normally open type serving no more than one dwelling unit.
The sump is the other half. A sump that receives weeping tile water needs a water- and air-tight cover under Article 7.4.6.3, and its water never goes into the sanitary sewer, a floor drain or a laundry tub. Add a high-water alarm for $150 to $300 and a battery backup, because the storm that fills the pit is often the one that takes the power. New foundations are on weeping tile and sump pumps; the retrofit costs are on sumps and backwater valves.
The subsidies: real money, with conditions
Toronto's Basement Flooding Protection Subsidy pays 80 percent of the invoice, up to $6,650 a property, for work done on or after November 12, 2025, with a cap on each item: assessment $500, backwater valve with alarm $1,600 each (two at most), sump pump with alarm $2,250, battery backup $300, weeping tile severance and capping $400. The contractor needs a City business licence, downspouts must be disconnected, the valve needs a permit and an inspection before it is covered, and you apply within 2 years.
Worked example, if you qualify: a $400 assessment, a $2,800 backwater valve and a $3,500 new sump pit and pump is a $6,700 invoice. At 80 percent that is $320, $1,600 (capped from $2,240) and $2,250 (capped from $2,800), a $4,170 subsidy and $2,530 out of pocket. Elsewhere: Ottawa pays the permit fee plus up to $1,000 for an indoor sanitary backwater valve on houses built before January 1, 2012; Halton pays 50 percent of a backwater valve up to $1,600; Peel pays 60 percent up to $1,500, so a $2,800 valve gets $1,500, not $1,680. Check before you book. We found nothing in Barrie, Orillia, Collingwood, Midland or Tiny, and most rural houses there are on septic anyway; call your municipality.
The pipe to the street, and the pipe that is just old
Before anyone digs up the lateral, a camera goes down it, for about $150 to $500. Roots, a sag or a collapsed section of clay or Orangeburg each have a different fix: open-cut, pipe bursting or lining, priced by the foot. Ownership of the lateral varies by municipality; ask first. Sewer line replacement cost has the numbers. On a rural house the line ends at a septic tank; see septic system cost and SepticReplacement.ca.
Old supply pipe is its own problem. Galvanized, Poly-B from the 1980s and 1990s, and Kitec (blue and orange pipe with brass fittings) all get insurer questions, and some insurers refuse or surcharge; get the answer in writing from your broker. The Kitec class action claim deadline was January 9, 2020, and it is closed. Toronto houses built before the mid-1950s may have a lead service, and the part from the property line in is the owner's. Old pipe replacement covers the Toronto program and Hamilton's lead service loan.

Subsidy arithmetic is shown above as “if you qualify”. Program rules change and money runs out; check with your city before you book the work, and never count a subsidy as already subtracted.
Rules of thumb worth keeping
- Know which flood you are fixing. Groundwater is a sump problem; a floor drain bubbling up is a sewer problem. Sumps and backwater valves.
- Sump water goes outside, never to the sanitary sewer, a floor drain or a laundry tub. No exceptions for “just this spring”.
- Read the subsidy rules before you book the contractor. Permit first, licensed contractor, inspection before cover, and apply on time.
- Camera the sewer before you buy an older house. $300 against a $10,000 to $25,000 lateral is the best bet in real estate.
- Leave the backwater valve lid where you can reach it. A valve nobody can open is a valve nobody cleans.
Have quotes in hand? Let a builder read them first
For $99 I read up to three plumbing, well or water treatment quotes, or one quote plus your water test report, and put them on one grid: fixtures, rough-in and trim, the water heater, the underground and service or well line, the pump and tank, the treatment and its order, the permit and the warranty. You get a written answer on what each one left out, in dollars, and which one I would sign.
There is no contractor network behind it and no referral fee on who you hire. We are a builder, not a plumbing contractor or a well contractor: on our own builds and renovations in Simcoe, Muskoka and Georgian Bay the plumbing is done by licensed plumbers we hire and the wells are drilled by licensed well contractors. Outside that area I will tell you honestly whether I know anyone.
Questions people ask
Do I need a backwater valve?
On a new house the code requires one where fixtures sit below the street, or below the upstream sanitary manhole cover on a public sewer. On an older city house with a finished basement it is the best defence against a sewer backup. Sumps and backwater valves.
Can my sump pump drain into the floor drain or laundry tub?
No. Sump and weeping tile water may not go into the sanitary sewer under the code and municipal sewer-use bylaws, and a floor drain or laundry tub is the sanitary sewer. It has to discharge outside, away from the foundation.
How much will Toronto pay toward a backwater valve?
If you qualify, 80 percent of the invoice up to $1,600 per valve with an alarm, within the $6,650 per-property maximum, for work on or after November 12, 2025. You need a permit, a licensed contractor and an inspection before it is covered.
Should I get a sewer camera inspection before buying a house?
On an older house with big trees out front, yes. It costs about $280 to $500 with footage, and a full lateral replacement is $10,000 to $25,000. Sewer line replacement cost.
Will my insurer cover a house with Poly-B or Kitec?
Some refuse or surcharge, and galvanized gets questions too. Get the answer in writing from your broker before you waive conditions. Old pipe replacement has repipe costs by house size.
Make sure the sump runs when the power does not
The generator and battery sizing calculator tells you how long a battery or generator keeps the sump pump, and on a rural house the well pump, going in an outage. If you have flood protection quotes, send up to three to the $99 review.
