Costs, Rebates, Quotes and Contractors: The Paperwork That Decides Whether the Equipment Works

The new-house budget, rebates, quote comparison, licences and the install checklist. Ontario, October 2026.

Most heating problems I am called about were decided before the equipment arrived: no heat loss, a quote that left out the ducts or the electrical, a rebate that was never pre-approved, a company that was not registered for the gas work, an install nobody commissioned. This section is the paperwork side, and it is the cheapest part of the job to get right.

The numbers

Central Ontario, installed, before HST, checked October 2026. Published prices for the same job vary widely; these are the defaults the calculators use.

$1,250per ton, heat pump rebate in a propane, oil, wood or electric home, up to $7,500
$500per ton in an Enbridge gas-heated home, up to $2,000
$395CSA F280 heat loss report
10 dayscooling-off on a contract signed at home

The guides

New home HVAC cost

Five complete mechanical systems for the same 2,000 sq ft house, priced line by line in frame and in ICF.

Heat pump rebates in Ontario

The Home Renovation Savings amounts by heating fuel, the per-ton rule at 8.3 C, pre-approval and the new-build exclusion. Dated.

How to compare HVAC quotes

The line-by-line grid that makes three heat pump or furnace quotes price the same job.

HVAC contractor licensing

TSSA, G2, 313A and 313D, the ODP card, ESA, WSIB and insurance: what to ask for and how to check each.

HVAC installation checklist

What to check on install day and before the last payment: line set, pad, condensate, venting, static pressure, charge, balancing.

Ontario Building Code HVAC requirements

Already on the site: the plain-English guide to what the code asks of heating, cooling and ventilation.

Do I need a heat-loss calculation?

Already on the site: yes, and what it does for the permit and for the equipment.

Rules I give every customer

  1. No heat loss, no quote. Ask every bidder what the heat loss is and where it came from. Why it matters.
  2. Get model numbers, not brands. The outdoor and indoor model, the capacity at your design temperature, on the quote. The grid.
  3. No rebate before pre-approval. Installations done before approval are not eligible. The rules.
  4. Check the licences. TSSA registration for gas, a 313A or 313D certificate and ODP card for refrigerant, an ESA licence for the electrical. How to check.
  5. Hold the last payment until it is commissioned. The charge, the airflow and the settings, written down. The checklist.

Have quotes in hand? Let a builder read them first

For $99, I put up to three heat pump, furnace, boiler, AC, HRV or water heater quotes on one grid: whether a heat loss was done, the model numbers checked against the cold-climate list, the capacity at your design temperature, what each one left out in dollars (ducts, electrical, condensate, venting, commissioning, the old unit), the rebate claim checked, and a plain answer on which to sign. No contractor behind it and no commission on who you hire.
