Plumbing Permits, Hiring a Plumber and Inspections in Ontario (2026): What Needs a Permit, Checking a Licence, Comparing Quotes and the Inspection Checklist
Permits, Plumbers and Inspections: The Paperwork Is Cheaper Than the Jackhammer
What needs a permit, who may do the work, comparing quotes and inspections. Ontario, October 2026.
Most expensive plumbing problems were decided before anyone picked up a pipe cutter: a handyman who was not licensed, a permit nobody pulled, a slab poured before the inspector came, three quotes that priced three different jobs. None of it is expensive to get right. All of it is expensive to undo, usually when you sell the house or when the insurer asks a question you cannot answer.
The numbers
Who is allowed to do the work
Plumber (306A) is a compulsory trade in Ontario. To work in it a person must hold a valid Certificate of Qualification, a Provisional Certificate of Qualification, or be a registered apprentice. An apprenticeship is about 9,000 hours, roughly five years: 8,280 on the job and 720 in school. The certificate has to be renewed to stay valid, so check it on the Skilled Trades Ontario public register by name or ID before you pay a deposit. How to hire a plumber covers WSIB, insurance and the written contract.
In most Ontario municipalities you can do the plumbing in a house you own and live in, but you still need the permit and the inspections, and you cannot hire an unlicensed person to do it for you. Check with your building department first. Two things are separate licences altogether: gas piping and gas water heaters are TSSA-regulated work for a registered gas contractor with a certified gas technician, and a paid well pump installer needs a Class 4 well licence. Building your own house? Building as an owner-builder covers the rest.
What needs a permit, and the four inspections
A permit is needed to install, extend, alter, renew or repair plumbing. Replacing a fixture in the same spot and minor repairs usually do not need one; moving or adding fixtures, new drains and a new water service do. The rules vary a little by municipality. Water heaters are a local question: some municipalities want a permit, especially for gas or a change of type, so check yours.
The inspections follow the build: the building sewer, storm sewer and water service before backfill; the groundwork plumbing before backfill and before the concrete floor is poured; the rough-in drain, waste and vent piping, water-tested to the roof line, before walls and ceilings are covered; and the fixtures before use and occupancy. Book each about 2 business days ahead. Nothing gets covered before inspection. Plumbing permits covers work that was never permitted, and the inspection checklist is what you look at yourself at each stage.
Three quotes, one scope
Three plumbing quotes rarely price the same job. One counts the hose bibs and the laundry tub as fixtures and one does not; one includes the water heater and the underground and one says “by others”. Put them on one grid with the same lines: fixture count, rough-in, trim, fixtures supplied or installed, water heater, underground, water service or well line, sump and ejector, permit, patching and warranty. How to compare plumbing quotes does it with three sample quotes, and the electrical version on comparing electrical quotes works the same way.

What it costs, October 2026
| Item | Cost | Notes |
|---|---|---|
| Toronto basic plumbing permit, up to 5 fixtures | $205 | a Toronto plumber's summary |
| Each fixture beyond 5, Toronto | $16 | |
| Toronto water service replacement permit | about $245 | |
| Toronto: backwater valve, sump with pump, each | $38.67 | the City fee table |
| Toronto: buried water service, sanitary and storm piping | $214.79 flat | single-family house |
| Basement bathroom permits and inspections | $300 to $800 | a Canadian renovation cost guide |
| Plumber hourly rate, outside Toronto | $85 to $150 an hour | rural rates run 20 to 40 percent below the GTA |
| Plumber hourly rate, Toronto | $95 to $150 an hour | independents $85 to $100; some companies $110 to $200 |
| Emergency rate | $150 to $300 an hour | after hours 1.5x to 2x |
| Call-out or service charge | $150 to $400 | up to $500 on holidays |
Worked example, a new Toronto house with 12 fixtures, a backwater valve, a sump with a pump and buried services: $205 + 7 x $16 = $317, plus 2 x $38.67 = $77.34, plus $214.79, is $609.13 in plumbing permit fees, from the published figures. Other municipalities differ; check yours.
Rules of thumb worth keeping
- Check the certificate on the Skilled Trades Ontario register. Before the deposit, not after the drywall. How to hire.
- Get the permit number in writing before work starts. And find out who is booking the inspections.
- Put “nothing covered before inspection” in the schedule. And in the concrete finisher's and the drywaller's contracts.
- Make every quote use the same line items. Fixture count first; everything else follows from it.
- Hold the last payment until the final inspection passes. The final walkthrough checklist lists what else to check first.
Have quotes in hand? Let a builder read them first
For $99 I read up to three plumbing, well or water treatment quotes, or one quote plus your water test report, and put them on one grid: fixtures, rough-in and trim, the water heater, the underground and service or well line, the pump and tank, the treatment and its order, the permit and the warranty. You get a written answer on what each one left out, in dollars, and which one I would sign.
There is no contractor network behind it and no referral fee on who you hire. We are a builder, not a plumbing contractor or a well contractor: on our own builds and renovations in Simcoe, Muskoka and Georgian Bay the plumbing is done by licensed plumbers we hire and the wells are drilled by licensed well contractors. Outside that area I will tell you honestly whether I know anyone.
Questions people ask
Do I need a permit to replace a toilet or a tap?
Usually not, if it goes back in the same spot. Moving or adding fixtures, new drains and a new water service do need one. Rules vary a little by municipality, so check yours.
How do I check a plumber's licence in Ontario?
Search the Skilled Trades Ontario public register by name or Skilled Trades Ontario ID. You are looking for a valid Certificate of Qualification or provisional certificate, or a registered apprentice working under a licensed plumber.
Can a handyman do plumbing in Ontario?
Not as a paid job, unless he holds a Certificate of Qualification or a provisional certificate, or is a registered apprentice working under one. Plumber is a compulsory trade, and the permit and inspections apply whoever does it.
Do I need a permit to replace a water heater?
It depends on the municipality. Some want one, especially for a gas unit or a change of type. A gas water heater is TSSA-regulated work for a registered gas contractor in any case, never a homeowner job.
The previous owner did plumbing without a permit. What now?
Ask the building department what is on file for the address, then have a licensed plumber look at it. Unpermitted work can come up when you sell or make an insurance claim. Plumbing permits covers the options.
Check the quote before you sign it
The plumbing cost estimator gives a fair October 2026 budget for a new house, so a quote far above or below it gets a question. For a written answer on up to three quotes, including whether the permit and the inspections are priced honestly, use the $99 review.
